The success of the Affordable Housing for Purchase Program depends on rezonings that support market housing development. The rezoning process triggers the application of Affordable Housing Policy #08-03, under which the non-market price-restricted units are produced.

Since the program was launched in 2008, there has been only one market development on Bowen Island requiring rezoning. The Belterra co-housing project, currently under development, includes five non-market, price-restricted units developed under the Affordable Housing Policy.
